Yea. The story I got was that a few years ago they contracted with someone to replace many culverts. They didn't take the old ones with them because scrap prices were way low. They just found a place and dumped them and ran off.

Money from the scrap sales went into feeding all the workers lunch and a little breakfast for all the days of work and rental for the Town Hall meeting place.
