windshield hinge bolts

any ideas for getting broken and/or stripped windshield hinge bolts out? it seems easy out's like to break inside the one bolt left that still has a head on it and i cant just tack a nut on there because i dont have a welder

Propane torch to heat it up. They have lock tight on them.

Or drill head off and then use vise grips.
